Nora completely understood her colleague's implication.
The buyer obviously wouldn't write 'Paraquat' on the shipping label for the world to see.
Nor was it likely that this man just happened to steal the one package containing a highly restricted poison.
Tracking down the package would almost certainly prove he was lying.
And that would confirm the involvement of a third party.

With the man dead, Nora knew they wouldn't find anything substantial for a while.
But she refused to let it go.
She certainly wasn't saintly enough to just sit back and let someone who wanted her dead walk free.
Since they had the guts to make a move, they better be prepared to be dragged out of the gutters and forced into the light to face the consequences.
"Will do."
"With this whole mess, we won't be able to come take Captain Peyton's statement until tomorrow."
"That's fine. We have guards posted at the hospital."

With the time set, the colleague hung up the phone.
Nora pocketed her phone and turned to Nathan. "What do you think?"
He pondered for a moment before speaking. "This doesn't seem like a random incident."
"But it doesn't feel heavily premeditated, either."
If it had happened on the highway, they both would have ended up dead or critically injured.
Even with luck, they would have been in the ICU.
"Our previous analysis might have been wrong."
Nathan said softly, "We initially thought it wasn't the photographer, assuming they would go for a guaranteed kill."
"But considering this man's forced suicide, I'm starting to think they're doing this just to provoke you."
"It's highly likely they're tired of hiding in the shadows and want to stir the pot."
Nora sucked in a sharp breath.
"Then this man who turned himself in..."
Nathan's gaze turned somber. "Was just a scapegoat."
"More likely, the mastermind deliberately sacrificed this man's life just to get your attention."
